Mr. Bruce S. Beer (Peel-Dufferin-Simcoe) moved:

That the first report of the Standing Committee on Agriculture, presented to the House on Tuesday, February 17, 1970, be concurred in.

He said: Mr. Speaker, I shall endeavour to conserve the time of the House by being as brief as possible in presenting this motion. I rise for the purpose of moving concurrence in the first report of the Standing Committee on Agriculture.

Before I proceed further, I wish to deal with the question raised by the hon. member for Lotbiniere (Mr. Fortin). The gist of the objection by the hon. member was that the committee was incompetent to deal with the reference of December 18, 1969, without

having first completed an earlier study. It should be said on behalf of the committee that before the work involved in the reference of May 7, 1969 could be completed, time ran out; the session concluded and the reference expired.

The Standing Committee on Agriculture has considered asking the House for a further reference which would enable it to study agriculture in the most westerly counties of the Province of Quebec and the most easterly counties of the Province of Ontario, and northern Ontario, after which a report would be presented to the House dealing with eastern agriculture. However, the heavy workload before the committee would make such a program impossible until later this year.
