Mr. Harkness:

As recorded at page 541 of Hansard I read the relevant section that the President of the Privy Council has just read from the Financial Administration Act which states that the report of the Auditor General shall be laid before the House of Commons by the minister on or before December 31 or, if parliament is not then in session, within 15 days after the commencement of the next ensuing session. Then I asked, since this is the 18th day of the present session, why has this report not been laid before parliament and what excuse if any, is there for this breach of the law?

Mr. Harkness:

Mr. Speaker, I have just one more point to make, if I may. I think the minister was in breach of the law not only because he did not place the report before parliament but also, not having been in a position to do so, he should have put before parliament the reasons the report was not presented and then all of this would not have been raised.

Hon. D. S. Harkness (Calgary Centre):

Mr. Speaker, in the investigation of this matter which the Prime Minister assured me on Monday would be undertaken, did he discover that the reasons given by the Auditor General for the lateness in tabling the report are a shortage of staff and poor morale because of low classifications of his officials?
