Mr. BAKER:

Would it be a feasible plan on each occasion when the census is taken, which is practically equal to a registration, that a registration be made of each individual of age from, say eighteen up and that he should receive a registration card, and make the law read that when they leave that place of residence where they are registered they must give notice and also be recorded in the new place to which they go? It may look like regimentation, to which some people object, but it would be a good, simple plan and we would always know where people belong.
