Mr. THOMSON (Qu'Appelle).

I would move to amend this section by striking out the words ' establish standards for' in the third line and substituting ' select samples of.1 The Act provides for the establishing of standards in sections 105 and 107 and section 48 provides that the Grain Standards Board shall establish standards for the commercial grades. Subsection 2 of section 48 uses the express terms ' establish standards.' These sections are contradictory, and my amendment would cover what I think is the intention.

Mr. THOMSON. (Qu'Appelle).

An officer is defined by the Act to mean and include inspector. If the Bill is left in that way, in one place it says that the officer may take oath before a certain person; in another place it says he should take oath before certain other officers, one section contradicts the other section.
