Mr. Si. Laurent (Quebec Easi):

Mr. Chairman, I have a question to ask the Minister of Agriculture. He told us yesterday that there had been telegrams exchanged with the pools and those who would be the agents of the wheat board in making these advances, and that the telegrams indicated they were quite prepared to co-operate with the government in carrying out the legislation and even to assume up to 10 per cent of individual losses as were not anticipated but as might be experienced up to a maximum of one-quarter of one per cent of the total amounts advanced by the respective organizations.

As I read the bill, there is no provision in it dealing with that matter, and I have considered the bill rather carefully. Is it the intention of the minister to have some provision in line with the statement he made in proposing second reading of the bill yesterday included in this legislation? The legislation will be the only document that will determine the respective rights of those who will be concerned in the matter. I understand there is provision whereby agreements can be made with banks or with others for the administration of the act but is it intended to rely upon the fact that before it becomes operative such matters can be covered by agreements with those who will be acting as agents for the wheat pools?
