Mr. CASGRAIN:

The section reads:

The associate members of such local board shall hold office at the pleasure of the board, and shall be paid such fees as the board may by regulation prescribe.

This section does not say that the salaries or fees will be fixed by order in council and I am afraid the machinery will be cumbersome and there will be many officials nominated or appointed with no control over the salaries or fees paid. I am afraid there will be a lot of patronage extended.
