Mr. STANFIELD:

I might say that in this matter the Whips are consulted by the Accountant of the House. We both prepare a list and see that no person is put on except those who are absent through sickness. The accountant tells me that Dr. Beland is not entitled to be paid out of the military vote for those who have gone to the front. Therefore his name is included in this vote. The same thins applies to Sir George Perley and Colonel Baker, the hon. member for Brome.

Mr. STANFIELD:

Nothing but Government business is recognized. Sir George Perley is away on Government business, and the Hon. Mr. Burrell's name was also included, because he was away for nearly a month at the San Francisco exposition.

Miscellaneous-to provide for the purchase of 400 copies of the Life of Sir George E. Cartier, by John Boyd, $2,000.
