Mr. FOWLER:

I would suggest that

tne committee go through the Bill now, allowing controversial sections to stand. Surely, there are some sections that would meet with the general approval and in going through the Bill we will get a better understanding of the whole measure. To meet my view the Bill would have to be considerably modified. I do not think we should encourage petitions, because usually the sitting member obtains his election in the proper manner.
