Yes, yes. That may be a surprise to you, but if you read the latest discoveries of social history you will find that the traders of the world have done an immense work for the progress and advancement of humanity. This has been the case in Canada and hon. members should not speak so disparagingly of the traders of Canada.

Mr. GERVAIS.

I beg the pardon of the hon. member for Westmoreland (Mr. Em-merson). This incorporation is being sought for by the general traders of Canada. This Bill is not being forced upon this House by the association of retail merchants of but one province only. It has been presented in proper form with due notice; it has been reported to the House, which, I claim, is in duty bound to pass it. There is no reason for the rejection of the Bill. I challenge any lawyer in the House, and if the Minister of Justice were in his seat I would ask him to give his opinion, to say that he can find anything in the Bill which can be interpreted as trespassing upon or invading the rights of anybody or to show anything in the Bill which would create anything like a monopoly, combine or commercial company. The hon. member for Humboldt (Mr. Neely) has told the House that the Retail Merchants' Association if incorporated would tend to create a monopoly or combine of

the nature which the House declined to accept in the Co-operative Societies Bill, If you read over the Bill relating to the so-called co-operative credit societies, you will find that the societies which sought to incorporate under that Act were asking powers to borrow money or to lend money. I was a little aggrieved to see so many members not of the legal profession putting a construction upon the Bill which cannot be justified by the general rules of interpretation. I call your attention, Mr. Chairman, to the fact that there is no danger of any monopoly, trust or combine being created for the very simple reason that the association will have no power to buy goods or to sell goods or to borrow money. They will have no power to do any trade of any kind and they will be powerless to make any of the 20 contracts which are known under common law and under the civil law of the province of Quebec.
