Mr. Alexandre Cyr (Gaspe):

Mr. Speaker, this year Canada Day will have a special significance since we are celebrating the 450th anniversary of Jacques Cartier's first voyage to Canada and his arrival in Gaspe.

As part of the Canada Day celebrations in Gaspe, the flag raising ceremony will take place at five o'clock in the morning, at sunrise.

I invite all Canadians to celebrate Canada Day with pride and joy and to recite the Salute to the Canadian Flag at the flag raising ceremony, as we do in our schools and especially in the Scout movement. These are the words of the Salute to the Flag:

Mr. Alexandre Cyr (Gaspe):

Mr. Speaker, I wish to call the attention of the House and all Canadian men and women to a series of events which will commemorate the 450th Anniversary of Jacques Cartier's first voyage to Canada. Mr. Speaker, you are certainly aware that the Right Hon. Prime Minister of Canada (Mr. Trudeau) is now in Saint-Malo, the French port from which Jacques Cartier sailed on his historic voyage. It is on July 26, 1534, on the shores of Gaspe, that American Indians welcomed for the first time this courageous navigator and his men. There, in several towns and villages, ceremonies will take place this summer to commemorate this major event in the history of our great and beautiful country. A most spectacular show will be the getting together of the tall ships which is scheduled to take place in the Bay of Gaspe June 17 to 20. An equally awe-inspiring display will take place on July 24 to commemorate the 450th Anniversary of Jacques Cartier's arrival in Gaspe.

Through its job creation programs, the subsidies provided by the Hon. Secretary of State (Mr. Joyal), as well as those provided by the Hon. Minister for Supply and Services (Mr. Charles Lapointe) who is responsible for these 1984 celebrations, as well as the assistance of several other departments, the Government of Canada is contributing over $1.5 million to the success of these celebrations. Celebrations on such a large scale have never taken place there. We are therefore looking forward to seeing you all in the Gaspe area, the cradle of Canada.

Mr. Speaker, my question is directed to the President of the Privy Council.

On December 12, I asked him about the possibility of the Government of Canada providing assistance in eastern Canada, more specifically in the Gaspe Peninsula, to disaster victims who suffered losses as a result of the storm on December 7.

Could the Minister inform the House whether he has received an official request from the Province of Quebec under the program for financial assistance in case of natural disasters, and whether the Government of Canada intends to intervene in this case by making contributions on humanitarian grounds?

Mr. Alexandre Cyr (Gaspe):

Madam Speaker, my question is directed to the President of the Privy Council. The storm on December 8 of this year has caused very serious damage in Eastern Canada, estimated at millions of dollars in the Gaspe. Through agreements arranging for financial assistance in case of disasters, the Government of Canada provides the provinces with financial aid to cover damages caused by such disasters. Could the Minister inform the House whether he has received an official request from the Province of Quebec which would enable the Province to take advantage of this federal program, and if so, was the request received favourably?
