When I get order, I will speak, Mr. Speaker. The Prime Minister has indicated that probably I do not understand the bill. If he would refer to the definitions in the bill he would find out that rugby and soccer have been excluded, thereby denying to amateur sports in this country what is rightfully theirs. I am not the one who misunderstands the bill; it is the Prime Minister who does not know what it is all about.

Mr. Speaker, apparently the Prime Minister completely misunderstood my question. In that the Prime Minister is a patron of rugby football in Canada, will he look at the definition provided in the bill which excludes that particular sport; and why is he acting as a patron of rugby football while he allows one of his ministers to deny it what is its rightful place? I point out that the Grey Cup is inscribed "for amateur rugby football" in Canada.

Mr. Speaker, I have a question which is supplementary to a previous question asked on football. I direct my supplementary to the Prime Minister in respect of the fumbled football bill. I ask the Prime Minister, as a patron of rugby football in this country, why the government allowed a bill to be introduced into this House denying rugby football its rightful place, while he himself acts as a patron of that sport?

Mr. Speaker, my point of order is not a controversial one and has nothing to do with the motion that was turned down on which the Prime Minister spoke. I wish to lend my support to the previous motion moved under Standing Order 43 by a backbencher on the other side. In addition to increases in war veterans allowances, will he also press that the war veterans of this country be permitted to wear their decorations on formal occasions where the Queen or the Governor General of this country is involved?
