Mr. PARDEE:

The emergencies are not more likely to happen this year than last year when only $35,000 was expended. For my hon. friend to ask for almost three times the amount that he knows from experience is likely to be required is entirely too much of a margin. I therefore move that the item be reduced by the sum of $45,000.
