Mr. Speaker, I agree the question is an important one, and we shall have to be very careful in formulating the answer when we bring the legislation before the House. From the outset, however, we wanted to inform Canadians who were interested in the program when it was announced in the Budget that, pending adoption of the Bill, if their mortgage came up for renewal or they had to take out a new mortgage on a new home, they would be eligible for the Mortgage Protection Program as of March 1. We did not want to leave anyone out. Of course, more specific details will follow once the Bill is tabled.

2. (a) The Official Residences Act authorizes the Leader of the Opposition to appoint a steward or housekeeper and up to three other employees to manage his residence. Moneys appropriated by Parliament for the operation of the House of Commons may be used for the remuneration and other expenses related to the employment of such persons. Questions concerning these payments should be addressed to the Speaker of the House of Commons.
