strongly from the observation made by the hon. member for Brome in regard to the proportionate cost to be paid by this Government. When the Highway Act was put through in 1919, at a time when the hon. member for Marquette (Mr. Crerar) was Minister yf Agriculture, it was with his approval and consent as well as with the approval and consent of those who sit immediately around him, no matter what opposition it received from the member for Brome and others-
