That is a well known name in the province of Quebec. He is an engineer. He is also a great nationalist, a friend of Mr. Bourassa.

I quite agree with the hon. member from St. Antoine that the leaks in the Lachine canal should be repaired. I am not an expert in that work, but we are manufacturing cement in the riding I have the honour to represent, and I do not see why the hon. member from St. Antoine should ask questions about these tenders, provided that, according to the judgment of the minister, the contracts were granted in the public interest. In a few days from now, perhaps a few hours, the government will be asked whether some repairs will be made to the wharf at Pointe aux Trembles; and I do not see any reason why those two factories in Laval county should not get the contracts for cement, provided their tenders be the lowest, or at any rate be judged by the Minister of Public Works or the Minister of Railways as being the ones which should be accepted in the public interest. It is certainly absolutely necessary that those works on the Lachine canal, which are in a condition menacing ruin, should be repaired. That is my policy, and I hardly think that the hon. member from St. Antoine division will venture to criticise it.

Are we to understand that the Commissioners have jurisdiction over or anything to do with the discipline of the employees of this House or are they simply appointed to ascertain the qualifications of the different candidates who apply for the Civil Service? Then what is understood by the distinction between the inside and the outside service? Are the officials of the Customs Department or the Militia or Public Works Department m Montreal or Toronto paid out of the appropriation for the inside service?
