Mr. C. A. WILSON:

What I object to is that a man who was resident in the county of Laval as it stood before redistribution should choose as his place of voting any part of that county that now belongs to another constituency. I wish his name to remain on the lists of the electoral district in which he lived; then he will be bound to vote in that electoral district. I want him to have the privilege of voting, but under this measure the cavil or military authorities can say whiat part of the county that man comes from, and he will have to vote there, notwithstanding that it may now be in another electoral division.

Mr. C. A. WILSON:

Since the Soldiers' Voting Bill was passed we have had a Redistribution Bill, and a certain portion of [ Mr. Doherty. ]

the county of Laval has been divided into four pa,rts, one part forming the new division of St. Denis, and the other three parts being annexed respectively to Two Mountains, Jacques Cartier >and Maisonneuve. I feel satisfied that some of my constituents who are at the front would not know what constituency they were in. It seems to me that instead of the soldier being allowed to make his choice, his vote should be cast in the parish from which he enlisted.

What would the minister suggest will be the procedure with regard to the man who says: "I am from the United States; I do not know anything about the electoral districts of Canada; I want to vote and I want to vote for the Government," let us say. "I do not care where I vote." How will you apply that vote?
