Mr. Speaker, my question is directed to the right hon. Prime Minister. In view of the recent news that at a meeting of the shareholders of Sun Life, 83 per cent voted in favour of the transfer of the head office from Montreal to Toronto, and in view of the commendable, symbolic gesture of the President of the Treasury Board to vote against the transfer, even though it was not persuasive, what steps does the Prime Minister intend to take to prevent the transfer of that head office?

Mr. Speaker, in view of the fact that the Government of Canada holds at least ten policies with Sun Life, would the Prime Minister consider either cancelling or transferring those policies as a demonstrative step to show that we mean action, rather than words?

Mr. Gilbert:
Mr. Chairman, I would like to ask the minister a very simple question with regard to discounters. Who will be the discounters that the minister anticipates? Are they banks, trust companies, finance companies, co-ops, credit unions or caisses populaires? Surely they are the group who should be doing the discounting, not these operators who open shop a month or two before tax time.
I do not anticipate that the present operators will continue when they can only get 15 per cent. At the moment they are up to 50 per cent. It seems to me that the minister should tell

Mr. Gilbert:
Mr. Speaker, I will direct the same question to the Prime Minister. In view of the fact that the last Liberal convention passed a resolution in favour of the legalization of marijuana, and that last August the Minister of Justice stated that he would declassify marijuana from the Criminal Code to the Food and Drugs Act, would the Prime Minister state the policy of the government on this very important matter?
