I honestly stated that I know very little about the Bill but notwithstanding that the hon. gentleman has been with the Bill throughout the committee stage I seem to know more about it than he does. I think the hon. gentleman should not be so ready to correct without reason a novice such as I am.

It is the principle of provincial rights. Why did not the minister accept a fair sugegstion and postpone this Bill until the plans, were here, so that we

might consider the matter from a business point of view.

It seems to me it is the Minister of Public Works and his supporters who are acting like children. This is a very serious Bill, there is an important principle involved in it and we are perfectly justified in lighting it.
