Subtopic: MEASURE TO AUTHORIZE CONSTRUCTION OF SPUR LINE TO CANADIAN INDUSTRIES LIMITED

Mr. MacNaught:
Tomorrow, Mr. Speaker, we will take up the second reading of Bill No. C-123, an act to provide for the disposition of Indian claims, and the second reading of Bill No. C-124, an act respecting the construction of a line of railway by the C.N.R. near Sarnia, Ontario. Then we will consider three resolutions; first, the resolution preceding the introduction of a measure to amend the Children of War Dead Act, the resolution preceding the introduction of a measure to amend the Army Benevolent Fund Act, and the resolution preceding the introduction of a measure to amend the Judges Act, to provide salaries for additional judges of the Supreme Court of Ontario, etc. Then we will take up second reading of Bill No. C-118, an act to amend the Income Tax Act and the Federal-Provincial Fiscal Arrangements Act. Then, if there is any time left over, we will take up the resolution preceding the introduction of a measure to amend the Research Council Act, and the resolution preceding the introduction of a measure to establish a Science Council of Canada.

Mr. Speaker, I would draw attention to the first paragraph of the statement of the Prime Minister, wherein he said that the business he was then outlining was "subject of course to the usual reservation that there may be emergencies which will change the order and indeed change the matters brought before the House".

Hon. J. Watson MacNaught (for the Minister of Transport) moved
that the House go into Committee to consider the following resolution:
That it is expedient to introduce a measure to authorize and to provide for the construction of a line of railway in the Province of Ontario by Canadian National Railway Company from a point of the Froomfield Spur near Sarnia in a southerly direction for a distance of approximately twelve miles to the property of Canadian Industries Limited in Sombra Township in the County of Lambton at a total estimated expenditure of $850,000, not to be exceeded by more than fifteen per cent.
Motion agreed to and the House went into Committee, Mr. Lamoureux in the Chair.

Hon. J. Watson MacNaught (Solicitor General) moved:
That a joint committee of the Senate and House of Commons be appointed to enquire into and report upon the problems of consumer credit, more particularly but not so as to restrict the generality of the foregoing to enquire into and report upon the operation of Canadian legislation in relation thereto;
That twenty-four members of the House of Commons to be designated by the House at a later date, be members of the joint committee, and that standing order 67(1) of the House of Commons be suspended in relation thereto;
That the said committee have power to call for persons, papers and records and examine witnesses; to sit while the House is sitting, and to report from time to time and to print such papers and evidence from day to day as may be deemed advisable, and that Standing Order 66 be suspended in relation thereto; and to engage the services of counsel, accountants and such other clerical and technical personnel as may be deemed necessary, that the Minutes of Proceedings of and evidence given before the joint committee at the past session be referred to the said committee and be made part of the records thereof; and that a message be sent to the Senate requesting that House to unite with this House for the above purpose and to select, if the Senate deems it advisable, some of its members to act on the proposed joint committee.
He said: Mr. Speaker, this resolution is largely self-explanatory. It is merely to reconstitute a committee that was set up at the previous session of this Parliament. The Committee has done a considerable volume of work but has not yet completed its job. It is proposed that the committee be set up and that the evidence taken during the previous session be referred to it.
