There is a stretch of

about 16 miles to complete although certain grading work has been done. As the hon. member knows the department is obligated to build a bridge over the Canoe river and that work will be completed this year under this program.

Mr. MURPHY:

The hon. member knows that this garden is located in a provincial forest reserve and is not under the jurisdiction of this government. In making up the tentative program for this $1,500,000, no amount was allocated to that area. This garden has a national interest as it was established to commemorate 100 years of peace between this country and the United States and to further the cause of future peace between the two countries.

But I wish to point out that in many cases the question has been decided in favour of hand labour when the cost of employing labour by that means is-not too excessive. In regard to this particular case I cannot speak with any authority and therefore I do not propose to discuss it..
