How were the nickel mines at Sudbury and the silver mines at Cobalt discovered except through public ownership and the construction of a railroad by the government of the late Sir James Whitney? That country was not developed by prospectors, it was developed as a result of the policy of Sir James Whitney in causing a railway to be built through the mining district.
