He certainly did not. In
justification to him I say this further, that this country has every reason to be proud of the head of the bureau and of its staff. And I repeat that this is the product of the officers, but I am not taking any shelter

behind them as to what has been produced here. I am the head of the department, and I take responsibility for its production.
