Mr. PARENT:

Yes. Having had a little experience in presiding over this committee, I very much feel like recommending that some procedure be adopted which would obviate cases of this kind coming before us, because one would expect that the lawyers in these cases at least should know the period within which the petitions should be filed in both houses. If the time for receiving the petitions were the same for both houses, it would obviate such cases as we have had to consider lately.
