Mr. Speaker, may I call your attention to standing order 51 at page 135 of Beauchesne's Parliamentary Rules and Orders, second edition? The last sentence of this rule reads as follows:
All such notices-
That is, for the production of papers.
-when called shall be forthwith disposed of; but if on any such motion a debate be desired, it shall be transferred by the clerk to the order of notices of motions.
