Mr. CHURCH:

Mr. Speaker, I want to find out if this is a free parliament. I will not withdraw my motion. The other day when my motion was opposed by the government, as a matter of courtesy I agreed to amend the second part, and I submit that I am now within the rules of the house. But, Mr. Speaker, I bow to your ruling if you still declare that this motion is not debatable. Some have debated it already and some not.
