Mr. MEIGHEN:

The minister's memory is as poor as his dependability. That occasion is very dear in the minds of a number of us, and I do not think the minister could have forgotten it. It was on a similar vote. I am ready to accept any measure of repentance by the minister, and if he will promise not to do that again, so far as I am concerned I am prepared to let this go through.
