I believe that in the
rural districts the lists used in the last plebiscite in Ontario were quite accurate, and practically every name was registered, even on the sworn testimony that those whose names appeared were eligible to vote. Some question was raised in the cities owing to the fact, as alleged, that large numbers that required to be registered within the time at the dis-

posal of the officers were not sworn to by anyone. That was not true in the rural districts. I believe that the plebiscite lists there were as accurate as any lists could be in a rural district, and I think they should be accepted as the basis to go on.
