I regret having been
absent from the House one or two days last week and thus unable to answer my hon.
friend's question. By minute of council of December 26, 1921, the Canadian government-approved a formula suggested by His Majesty's government to make applicable to Canada the provisions of the trade agreement between His Majesty's government and the Russian Soviet government of the 16th March 1921. Effect was given to this decision by an exchange of notes dated the 3rd July, 1922, between the foreign office and the Russian trade delegation in London, so that the agreement should apply to the Dominion from that date. Canada's formal recognition of the union of Soviet Socialist Republics was conveyed to their offical agent in Canada, Mr. A. Yazikoff, in a letter from the Prime Minister dated the 24th March, 1924. Among the States included in the Union of Soviet Socialist Republics which Canada has recognized is a Ukrainian Socialist Soviet Republic. Canada has not, however, recognized the Ukrainian People's Republic.
