Mr. SPEAKER:

It is too late now to make objection to the method in which the Bill proceeded in committee. The fact is I have a report from Committee of the Whole that this Bill has been passed, and we are now concerned with the' third reading. If the hon. member desires to debate the third reading, it is competent for him to do so; otherwise the third reading will have to take place.
