There is no provision in the Act referred to which would make it possible to appoint returned men, who have given six months' satisfactory service, to the permanent staff, except when vacancies occur and where men employed in a temporary capacity have qualified for permanent appointment by passing the necessary Civil Service Examination, and can be recommended.
