No. As the Bill is drawn section 1 provides that this may be cited as the Dominion By-elections Act, 1919.
Section 2 provides for the whole 8 p.m. machinery, until you get down to the very end on page 6, where we have added another section, No. 3, which is that revision suspending the operation of the statute of 1918. This may appear hard to understand, but I am sure when these are read with the remainder of the law they will read all right.
