Sir ROBERT BORDEN:

I entirely agree with my right hon. friend. All the tribunals would have to say with respect to these men is, " This Order in Council has been passed, and it is of no further use to consider your exemption." But with respect to men between the ages of twenty-three and thirty-four, who have made claims for exemptions, their claims must still be heard.
