If my hon. friend will pardon me .a moment, with all deference to him, I do not think the matter which he, proposes to bring before the committee can properly be brought up now. It can, of course, toe brought up on the Estimates of the Department of Justice. It has, so far as I understand, no relation whatever to this appropriation. There will toe ample scope on the Estimates of the Department of Justice for discussing the matter to the fullest extent desired.
