Mr. KEMP:

I may say, as the hon: gentleman knows, that I represented myself on that occasion, and the Government had no knowledge whatever as to anything I intended to say at that meeting. I am glad, than my hon. friend agrees with the sentiments I expressed; I consider them very moderate sentiments indeed.
