Madam Speaker, my supplementary question is for the same minister.
Surely the minister is aware of the Treasury Board guidelines which read: "Contracting authorities should not split contracts or contract amendments in order to avoid obtaining the approval required by statute".
I direct my question to the minister responding. Why were contracts given to David Small deliberately split in direct violation of Treasury Board rules? Why did the Minister of the Environment knowingly violate the regulations of his own government in order to favour his campaign manager?
