Madam Speaker, I will elaborate on my answers on this last week. When Mr. Small was first brought on by the department to undertake his work for the Rio conference it was anticipated that his first task would be of the order of $50,000.
The work obviously grew from that point and Mr. Small became the appropriate person to carry on after the UNCED conference in terms of a follow up. He was asked if he would continue on the work. Indeed under Treasury Board guidelines that is possible if it is the only person, the appropriate person, to carry on the work that is within those guidelines. That work was completed and Mr. Small did an excellent job on behalf of the Government of Canada.
