Madam Speaker, my question is for the Acting Prime Minister.
On two occasions last week members of my caucus put questions to the government concerning the decision by the Minister of the Environment to give $200,000 in untendered contracts to Mr. David Small who is also the campaign manager for the leadership bid of the Minister of the Environment. These contracts violated Treasury Board rules requiring that all contracts of more than $50,000 go to public tender.
Why did the minister split almost $200,000 in contracts into amounts of less than $50,000 when contract splitting is specifically prohibited by Treasury Board rules?
