Madam Speaker, 1 think the hon. member for Ottawa South is confusing the issue. In its report submitted to us last Thursday, the National Transportation Agency decided to approve the transaction between PWA and AMR. They examined eight different aspects of the transaction and concluded they would not disallow it.
As far as the industry's problems are concerned, our two major carriers have shown in recent testimony that they know perfectly well their problems are caused by overcapacity. They have the means to reduce this overcapacity, and they can do so at any time.
