The original statute was like this, with the exception of the use of the words 'Minister of Public Works,' and with the following addition:
And the commissioners are further authorized to expend an amount to be fixed by the Minister of Public Works, not in excess of $3,000 per annum, for office accommodation, equipment and supplies.
It has been found difficult to bring the expenses for these purposes within the limit named, and it was thought that if they were limited to an amount to be determined by the 'commissioners and approved by the Secretary of State for External Affairs, there would be a sufficient safeguard.
