Mr. Gordon Taylor (Bow River):

Mr. Speaker, I am chairman of that committee, and consequently I am the servant of the members of that committee. That committee did not go into clause by clause consideration, and I do not think the Hon. Member intended to say that. He left the impression that we had gone into clause by clause study.
The committee decided not to call witnesses, and it also decided that it would go into clause by clause at the next meeting to be called by the chair, and amendments should be presented by that time. Actually, amendments may be made to any clause during clause by clause study.

That was the decision of the committee, and I simply followed the decisions made by the majority of the members on the committee.
