The hon. gentleman will remember that there is tne old civil Service Act, and there was an amendment to that. This is an amendment to the old Civil Service Act, it is not an amendment to the amendment of the Civil Service Act, under which outsiders were brought in. This does not change their position in the least, except as regards tne schedule which was in the old Act. That we are amending, and we are increasing the maximum in the table that was in section 39 of the old Act. That is the only change.
