But it does. We have here introduced the schedule system to regulate salaries, then there would be increases following that system, and the clerks would be entitled to superannuation. Under part of the schedules we provide for an increase trom the minimum to the maximum, the same as under the Civil Service Act. Then you provide that a person who has served over three years as clerk in the outside service may be brought into the inside service after passing the departmental examination, and then he must be entirely under the Civil service Act. Will it attect their superannuation, or will It provide them a graded increase ot salary?
