That is a reasonable proposition, but it only follows that we ought to begin by increasing the commissioner's salary. It is not logical to say that you cannot raise the salary of the collector of customs at Montreal simply because you must keep it under what the commissioner gets. The reasonable way to remedy the situation would be to give the commissioner of customs what he ought to get.
