Well, the minister says that the one insurmountable obstacle is the fact that the commissioner is only getting

$5,000. We must conclude that if that obstacle were out of the way, the collector of customs at Montreal would be given a larger salary. If the minister's reason be well founded, that the commissioner of customs necessarily should be paid more than any collector
