Madam Speaker, I, too, rise under the provisions of Standing Order 43. In view of the fact that diabetes is a major health problem and is ranked as the fifth leading cause of death in Canada, and it has been estimated that there are some 130 million victims of diabetes world-wide, I move, seconded by the hon. member for Win-nipeg-Birds Hill (Mr. Blaikie):
That since Canada and Canadians are justly proud that two Canadians, Doctors Frederick Banting and Charles Best, discovered insulin as an effective means of controlling diabetes, this House proclaims 1982, which is the 50th anniversary of this miracle discovery, as "The Diamond Jubilee of the Use of Insulin on Human Beings."
