Mr. Clark:

Madam Speaker, in light of the fact that there has been an order in council passed appointing Admiral Falls, not to NATO but as a special adviser to the Prime Minister of Canada on defence matters-a new appointment and an appointment without precedent-will the Minister of National Defence tell us when he was first advised, if he was advised at all, and what are the terms of reference on this appointment?
