Mr. Clark:

My question to the minister is twofold. First, when was the minister first advised of the appointment of Admiral Falls as a special adviser on defence matters to the Prime Minister of Canada? Second, what are the terms of reference of Admiral Falls, and how do his duties relate to those of the minister?
In my government, it was the minister who was responsible for defence policy, and when there were appointments made in the domain of national defence, the minister was at least advised: the minister knew. What is shocking here is that the minister apparently does not know.
