Has it ever struck the Finance Minister that, in carrying out these improvements in Ottawa, in connection with the commission, the government, if it has not the foresight to acquire lands before improvements are made, is supply-

ing money to put up the price of real estate which the government itself must subsequently buy? I think that, in connection with this matter, the government ought to have a well defined policy for acquiring any additional lands needed for governmental purposes, and the sooner they do it the more economically it can be done.
