1. During a press conference held on September 26, 1976, did five agents of UIC wearing a hood, disclose the content of a guideline sent to all directors of UIC offices in Quebec by Mrs. Claire Duquette on behalf of the Head of Insurance, Mr. Robert Sanschagrin, which stipulated that hereafter, agents who used to phone the claimants under the ICE Programme to inquire about their availability before disqualifying them, should stop this practice immediately and disqualify without further ceremony any claimant who did not show for his ICE interview and, if so (a) is this guideline applied in other areas of Canada (b) has this practice been abolished (i) in Quebec (ii) elsewhere and, if so, on what date?
2. Since the month of April 1976, what percentage of this type of excluded claimants have regained their right to receive their allowances, for each month and in each area of Canada?
