On September 26, 1976, did five officers of the Quebec Unemployment Insurance Commission, wearing masks because allegedly they were afraid of being fired, submit documents to denounce certain methods of the UIC in Quebec, especially some guidelines signed by Mr. Robert Sanschagrin, Chief of Insurance Services in Quebec, providing that it is not necessary to indicate summons, form letters or other documents that a beneficiary must be able to speak one of the two official languages and, stating also that if a beneficiary who does not speak one of the languages would come without an interpreter, he would be considered uneligible under subsection 55(5) of the Act and, if so, have the guidelines been revoked since that time?
